Les militantes et les militants ont aussi pris le temps de discuter de l’inflation qui frappe durement l’ensemble de la population, mais également des personnes à qui profite cette inflation galopante, soit quelques groupes de biens nantis. Un panel de discussion, animé par la chroniqueuse Aurélie Lanctôt et regroupant Julia Posca (sociologue et chercheure à l’Institut de recherche et d’informations socioéconomiques (IRIS)) ainsi que Virginie Larivière (Collectif pour un Québec sans pauvreté), a permis de défaire certains mythes entourant le phénomène de l’inflation. Le rôle des communications et de la mobilisation a également fait l’objet de débats entre les militantes et les militants des différents secteurs.

Profitant de leur présence à Québec, les travailleuses et les travailleurs se sont par ailleurs déplacés devant l’Assemblée nationale pour lancer un message au gouvernement : le temps des sacrifices est terminé! D’une même voix, les quatre fédérations du secteur public, soit la Fédération des professionnèles (FP-CSN), la Fédération nationale des enseignantes et des enseignants du Québec (FNEEQ-CSN), la Fédération des employées et employés de services publics (FEESP-CSN) et la Fédération de la santé et des services sociaux (FSSS-CSN), ont averti le gouvernement qu’il y a des limites à l’abnégation. « Au cours des deux dernières années, particulièrement, nous nous sommes donnés, au détriment de notre santé physique et psychologique dans bien des cas, pour que les étudiantes et les étudiants puissent poursuivre leurs études, pour que les élèves soient soutenus, pour que les patientes et les patients soient pris en charge. À l’aube de notre négociation, nous voulons être certaines et certains que le gouvernement comprenne le message : nous demander de nous sacrifier davantage est injustifiable, car, s’il est une chose que la pandémie a démontrée, c’est bien la fragilité de nos services publics. Des services publics forts sont gages d’un Québec fort. »

Pour sa part, le premier vice-président de la CSN François Enault a rappelé que nous revendiquerons des investissements permettant l’amélioration des conditions de travail et de pratique. Bien sûr, nous nous attarderons aussi à la bonification des conditions salariales en portant une attention particulière à l’inflation. « Ce n’est pas vrai qu’on va demander aux travailleuses et aux travailleurs de se serrer la ceinture en attendant que l’inflation dégonfle. Dès la fin du mois de juillet, l’ensemble des revendications de table centrale du Front commun seront soumises pour adoption aux travailleuses et aux travailleurs des services publics jusqu’en septembre, lors de la tenue d’assemblées générales à travers le Québec.

Rappelons que la Confédération des syndicats nationaux (CSN), la Centrale des syndicats du Québec (CSQ) et la Fédération des travailleurs et travailleuses du Québec (FTQ) ont annoncé la formation d’un Front commun afin de négocier d’une même voix leurs demandes de table centrale avec le gouvernement. Le Front commun déposera ses revendications au Conseil du trésor à l’automne prochain. Les conventions collectives viendront à échéance dans moins d’un an, soit le 31 mars 2023.

Séquence

Au cours des derniers mois, de nombreux jalons ont été franchis en prévision du dépôt des revendications syndicales, qui aura lieu à la fin octobre. Voici un court rappel des étapes complétées et de celles à venir.

• Janvier-février 2022 : Vaste consultation des membres CSN sur les enjeux de négociation
• Février 2022 :
  • Adoption, par les syndicats du Secteur public CSN, d’une orientation générale de négociation
  • Adoption de mandats d’alliance au sein de la CSN ainsi qu’avec d’autres organisations syndicales
• Printemps 2022 : Annonce de la formation, dans un premier temps, d’un Front commun entre la CSN, la CSQ et la FTQ
• Printemps 2022 : Élaboration des revendications de table centrale en Front commun, à partir de l’orientation générale de négociation
• Mai-juin 2022 :
  • Adoption, par les syndicats CSN réunis en instances conjointes et par toutes les composantes du Front commun, des propositions de revendications de négociation de table centrale à soumettre à la consultation des membres
  • Harmonisation des revendications par les fédérations de la CSN et par toutes les composantes du Front commun
• 31 juillet au 23 septembre 2022 : La parole est à vous ! Tournées d’assemblées générales pour l’adoption des revendications des tables centrale et sectorielles
• Fin octobre 2022 : Dépôt au gouvernement des revendications de tablecentrale par le Front commun et dépôt des demandes sectorielles par chacune des fédérations
